What it does
Before your AI interrupts you, the message has to pass six checks — is it new, is it actually actionable, is it timely, is it specific. There are hard daily caps too, so it can't become noise.

What it needs
Nothing. It applies to everything the AI sends you.
What it won't do
It won't send borderline messages just to look busy. If it doesn't clear the bar, you never see it.
